Podpisem zakladatelské listiny dne 12. 5. 1995 a prohlášením o založení akciové společnosti, učiněném ve formě notářského zápisu dne 21. 6. 1995 založilo Město Hranice, jako jediný zakladatel akciovou společnost EKOLTES Hranice. Dne 22. 11. 1995 byl proveden zápis do Obchodního rejstříku u Krajského soudu v Ostravě.
